12 C.F.R. § 1071.203 – When an application may be filed.

(a) An application may be filed not later than 30 days after the final disposition of the proceeding to which the application relates.
(b) If review or reconsideration is sought or taken of a decision, proceedings for the award of fees shall be stayed pending final disposition of the underlying controversy.
(c) For purposes of this subpart, final disposition means the later of—
1. (1) The date that the Director's final order issued pursuant to § 1081.405 is final and unappealable, both within the agency and to the courts; or
2. (2) The date that the Bureau issues any other final resolution of a proceeding, such as a consent agreement, settlement or voluntary dismissal, that is not subject to a petition for reconsideration.
