Information, documents, and material must not be identified as being or containing UCNI in order to:

1. (a) Conceal violations of law, inefficiency, or administrative error;
2. (b) Prevent embarrassment to a person or organization;
3. (c) Restrain competition; or,
4. (d) Prevent or delay the release of any information that does not properly qualify as UCNI.
