Cal. Welf. & Inst. Code § 11013

(a) The department may require issuance of an identification card to recipients of aid.
1. (1) Name and address of the recipient.
2. (2) Social security number.
3. (3) Color photograph and identifying characteristics.
The identification card shall contain the following information:
