The system shall have the following goals:

1. (a) Prompt and accurate verification of eligibility.
2. (b) Accurate computation and timely disbursal of benefits for such public assistance programs.
3. (c) Equitable, timely, and consistent treatment of recipients within each program.
4. (d) Reduction of administrative complexity.
5. (e) Strict enforcement of management and fiscal controls.
6. (f) Collection of management information.
