(a) By September 1, 2017, the department shall report to the Senate Committee on Human Services, the Assembly Committee on Human Services, and the appropriate legislative budget subcommittees on the following components of the community placement plan and community resource development plan as described in Sections 4418.25 and 4679:

1. (1) Housing development and funding policies and guidelines.
2. (2) How the department and regional centers assess community unmet needs and local priorities.
3. (3) How the department monitors housing development.

(b) Annually, by April 1, the department shall report to the Senate Committee on Human Services, the Assembly Committee on Human Services, and the appropriate legislative budget subcommittees on the following:

1. (1) The type and number of housing projects approved, in progress, and occupied, and the total number of allowable beds, by regional center.
2. (2) The total number of new beds by facility type, by regional center.
3. (3) To the extent data is available, the degree to which housing development gains have been offset by program closures, by facility type, for each regional center.
