Cal. Welf. & Inst. Code § 366
(a)
(1) The status of every dependent child in foster care shall be reviewed periodically as determined by the court but no less frequently than once every six months, as calculated from the date of the original dispositional hearing, until the hearing described in Section 366.26 is completed. The court shall consider the safety of the child and shall determine all of the following:
(E)
(i) Whether the child has other siblings under the court’s jurisdiction, and, if any siblings exist, all of the following:
(id) Any plan to increase visitation between the siblings.
(V) The impact of the sibling relationships on the child’s placement and planning for legal permanence.
(G)
(ii) For a child or nonminor dependent described in clause (i), whether the social worker or probation officer has done all of the following:

(3) In determining the best interest of the child, the court shall consider, but not be limited to, the following factors:
