The oversight agency shall do all of the following:

1. (a) Comply with the requirements of the California Environmental Quality Act (Division 13 (commencing with Section 21000) of the Public Resources Code) in connection with the review of any remediation plan.
2. (b) Provide an opportunity for public review of, and comment with regard to, the remediation plan.
3. (c) Disapprove, approve, or modify and approve a remediation plan at a public meeting.
