- (a) This article does not authorize the implementation of the CALFED Bay-Delta Program or any element of that program. The implementation of the CALFED Bay-Delta Program, or any element of that program, shall only be undertaken pursuant to authority provided by law other than this division.
- (b) Nothing in this article affects the obligation to comply with provisions of existing law in connection with the implementation of this article.
