To the maximum extent feasible, the watershed management and flood control projects described in Section 79104.104 shall do one or more of the following:

1. (a) Preserve agricultural land.
2. (b) Protect wildlife habitat.
3. (c) Protect and enhance recreational resources.
4. (d) Improve lake water quality.
