The money in the subaccount, upon appropriation by the Legislature to the department, may be used by the department for both of the following:

1. (a) Grants to local agencies and nonprofit organizations for effective, low-cost flood control projects pursuant to Section 7048.
2. (b) Grants to local community conservation corps and other nonprofit corporations for local stream clearance, flood mitigation, and cleanup activities.
