As used in this article:

1. (a) “Public agency” means and includes the United States or any department or agency thereof, the State or any department or agency thereof, and a county, city, public corporation, or public district of the State.
2. (b) “Private corporation” means and includes any private corporation organized under the laws of the United States or of this or any other state thereof.
