The board shall:

1. (a) Employ and appoint such agents, officers, and employees as may be required.
2. (b) Prescribe their duties and fix their salaries.

3. (c) Prescribe other terms and conditions of employment.

   Subject to policies and standards established by the board, the board may delegate the powers specified in this section to any officer or employee of the district.
