In a contract made pursuant to Section 23196 a district may include provision for either or both of the following:

1. (a) Delivery and distribution of water for the land in the district under the relevant acts of Congress and the rules and regulations established thereunder.
2. (b) Conveyance to the United States as partial consideration for the privileges obtained by the district under the contract of any property of the district.
