This chapter does not apply to any of the following:

1. (a) Vehicles described in Section 5004 or 5011, and those that are exempt from vehicle registration fees.
2. (b) A household mover transporting used office, store, and institution furniture and fixtures under its household mover permit pursuant to Section 19241 of the Business and Professions Code.
