The commission is authorized to allocate funds from the State Highway Account in the State Transportation Fund for all of the following purposes:

1. (a) Costs of administering the provisions of this article.
2. (b) Costs of maintaining only that screening which is located on state right-of-way.
3. (c) Costs necessary to match the maximum contribution allowed by the federal government in carrying out the purposes of this article.
