In so applying the provisions of the Vehicle Parking District Law of 1943, the following provisions and exceptions shall apply:

1. (a) The limits provided by said law on the amount of the assessment shall not apply.
2. (b) The legislative body shall provide for the form of the bonds and of the principal and interest coupons to be attached thereto.
3. (c) The legislative body may provide that the redemption provisions of said bonds shall require the payment of such premium as the legislative body may specify.
