In its deliberations, the department shall be governed by the following guidelines:

1. (a) Statewide uniformity in standards of acceptable airport noise need not be required, and the maximum amount of local control and enforcement shall be permitted.
2. (b) Due consideration shall be given to the economic and technological feasibility of complying with the standards promulgated by the department.
