Not later than January 1, 2000, the commission shall commence a proceeding to consider whether to establish a new regulatory framework that does all of the following:

1. (a) Ensures that the public has universally available access to basic local exchange service.
2. (b) Applies appropriate rules to all telecommunications service providers.
3. (c) Encourages the provision of advanced, high-speed digital telecommunications services to the public.
