The Secretary of State shall establish procedures to advise each registrant of the following:

1. (a) A health care provider may not honor a written advance health care directive until it receives a copy from the registrant.
2. (b) Each registrant must notify the registry upon revocation of the advance directive.
3. (c) Each registrant must reregister upon execution of a subsequent advance directive.
