As used in this chapter, unless the context clearly requires a different meaning, the following terms mean:

1. (a) “Agency” means the Resources Agency.
2. (b) “Departments” means the Department of Parks and Recreation, the Department of Fish and Game, and the California Coastal Conservancy.
