For the purposes of this part, the following terms have the following meanings:

1. (a) “Council” means the Strategic Growth Council established pursuant to Section 75121.
2. (b) “Disadvantaged communities” means communities identified as disadvantaged communities pursuant to Section 39711 of the Health and Safety Code.
3. (c) “Program” means the Affordable Housing and Sustainable Communities Program established pursuant to Section 75210.
