Added by Stats. 1990, Ch. 987, Sec. 3.
Every payment on a delinquent charge shall be applied as follows:
(a) First, to any interest due on the charge.
(b) Second, to any penalty imposed by this part.
(c) The balance, if any, to the charge itself.
