The notice shall state:

1. (a) That the assessment of property and levy of charges under this article has been completed.
2. (b) That the records of assessments containing the charges due will be delivered to the State Controller on the first Monday in July.

3. (c) That if any person is dissatisfied with the assessment made or charge fixed by the department he may, at any time before the first Monday in July, apply to the Controller to have the assessment or charge corrected in any particular.

   The omission to publish notice shall not affect the validity of any assessment levied pursuant to this article.
