Cal. Pub. Res. Code § 71017

(a) “Council” means the California Environmental Policy Council.
(b) The council is hereby created and consists of the following members or their designees:
1. (1) The Secretary for Environmental Protection.
2. (2) The Director of Pesticide Regulation.
3. (3) The Director of Toxic Substances Control.
4. (4) The Chairperson of the State Air Resources Board.
5. (5) The Chairperson of the State Water Resources Control Board.
6. (6) The Director of the Office of Environmental Health Hazard Assessment.
7. (7) The Chairperson of the California Integrated Waste Management Board.
