Each city source reduction and recycling element shall include, but is not limited to, all of the following components for solid waste generated in the jurisdiction of the plan:
- (a) A waste characterization component.
- (b) A source reduction component.
- (c) A recycling component.
- (d) A composting component.
- (e) A solid waste facility capacity component.
- (f) An education and public information component.
- (g) A funding component.
- (h) A special waste component.
