Such policy shall include objectives and criteria for all of the following:

1. (a) Determining the lead agency pursuant to the provisions of Section 2771.
2. (b) The orderly evaluation of reclamation plans.
3. (c) Determining the circumstances, if any, under which the approval of a proposed surface mining operation by a lead agency need not be conditioned on a guarantee assuring reclamation of the mined lands.
