In addition to the powers specifically granted to the commission by the other provisions of this chapter, the commission shall have the following powers:

1. (a) To establish qualifications and priorities, consistent with the objectives of this chapter, for making allocations.
2. (b) To establish such procedures and policies as may be necessary for the administration of this chapter.
