For purposes of this chapter, the following definitions shall apply:

1. (a) “Board” means the Board of Corrections.
2. (b) “Department” means the Department of Corrections.
3. (c) “Center” means a substance abuse community correctional detention center.
4. (d) “Construction” means new construction, reconstruction, remodeling, renovation, or replacement of facilities, or a combination thereof.
5. (e) “Facility” means the physical buildings, rooms, areas, and equipment used for the purpose of a substance abuse community correctional detention center.
