(b) The district shall publicly open the bids and award the contract to the lowest responsible bidder as follows:

1. (1) For public works contracts that are subject to subdivision (a).
2. (2) For vessel repair, maintenance, and alteration work contracts.

(c) Notwithstanding subdivision (a), the district may, at its discretion, use informal bidding for contracts as follows:

1. (1) For construction, repair, maintenance, and alteration work, and all similar work, with an estimated expenditure that does not exceed fifty thousand dollars ($50,000).
2. (2) For vessel repair, maintenance, and alteration work that does not exceed one million dollars ($1,000,000).

(d) The district shall enact an ordinance if it elects to use informal bidding pursuant to subdivision (c) that governs the selection of contractors to perform construction, repair, maintenance, and alteration work, and all similar work, by informal bid. The ordinance shall include all of the following:

1. (1) Notice to contractors shall be provided in a manner determined by the district.
2. (2) The notice inviting informal bids shall describe the project in general terms and how to obtain more detailed information about the project, and state the time and place for the submission of bids.
