A mortgage insurer may issue and may invest in, hold, own, sell, exchange or otherwise dispose of, pursuant to a plan approved under this article, any one or more of the above mentioned kinds of securities, regardless of any provisions of the laws of this State to the contrary. None of the provisions of the Corporate Securities Act shall apply to any securities issued pursuant to a plan approved under this article, whether or not such securities are issued by a mortgage insurer, except that brokers, as defined in said act, shall be subject to the provisions of said act with respect to all transactions involving such securities.
