For purposes of this chapter, the following definitions shall apply:

1. (a) “Department” means the Department of Housing and Community Development.
2. (b) “Local government” means a city, county, city and county, public housing authority, joint powers authority, or an authority created pursuant to Section 8169.4 of the Government Code.
3. (c) “Program” means the Excess Sites Local Government Matching Grants Program established under to this chapter.
4. (d) “Selected developer” means a development partner selected under the Executive Order No. N-06-19 program to enter a ground lease with the state to create affordable housing on excess state-owned property.
