The department shall carry out the purposes of this part with either or both of the following:

1. (a) Revenues appropriated to the department from federal Housing Trust Fund allocations for years 2018 to 2021, inclusive.
2. (b) Any other revenues appropriated to the department that may be allocated for purposes of the program.
