(a) The department shall, no later than July 1, 2017, develop a notice that does all of the following:

1. (1) Contains the telephone number to make a complaint regarding a community care facility or child care facility.
2. (2) Includes information about the prohibition of impeding mandated reports.
3. (3) Includes information about the option to make a confidential complaint.
