Cal. Health & Safety Code § 40266

(a) Each council member may receive actual and necessary expenses incurred in the discharge of their duties.
(b) Each council member may receive compensation, to be determined by the bay district board for either of the following:
1. (1) Attending a meeting of the council.
2. (2) Attending a meeting, upon authorization of the bay district board, as a representative of the council.
