The purposes of this division are:

1. (a) To simplify the administration of public health programs by the State Department of Health Services.
2. (b) To reduce the administrative cost of public health programs to the department.
3. (c) To encourage units of state and local government and nonprofit organizations to attempt bold new solutions to local public health problems.
