The agency shall prepare a feasible method or plan for relocation of all of the following:

1. (a) Families and persons to be temporarily or permanently displaced from housing facilities in the project area.
2. (b) Nonprofit local community institutions to be temporarily or permanently displaced from facilities actually used for institutional purposes in the project area.
