The department may do all of the following:

1. (a) Review and conduct evaluation studies of service delivery to clients in programs receiving state allocated funds.
2. (b) Conduct investigative reporting.
3. (c) Disseminate evaluation studies, reports, articles, and other reference documents.
4. (d) Evaluate the administration of county alcohol and other drug programs to determine whether the county provides for adequate administration of the county alcohol and other drug program.
