No prescription is required in case of sales at wholesale by pharmacies, jobbers, wholesalers, and manufacturers to any of the following:

1. (a) Pharmacies as defined in the Business and Professions Code.
2. (b) Physicians.
3. (c) Dentists.
4. (d) Podiatrists.
5. (e) Veterinarians.
6. (f) Other jobbers, wholesalers or manufacturers.
7. (g) Pharmacists acting within the scope of a project authorized under Article 1 (commencing with Section 128125) of Chapter 3 of Part 3 of Division 107, or registered nurses acting within the scope of a project authorized under Article 1 (commencing with Section 128125) of Chapter 3 of Part 3 of Division 107, or physician assistants acting within the scope of a project authorized under Article 1 (commencing with Section 128125) of Chapter 3 of Part 3 of Division 107.
8. (h) Optometrists.
