The following goals and priorities shall govern funding services provided under this article pursuant to local plans:

1. (a) The provisions of preventive health education against tobacco use aimed at targeted populations, including pregnant women, mothers of young children, and minorities, school dropouts, and other school-aged youth who would otherwise be unserved.
2. (b) The provisions of preventive health education against tobacco use aimed at school-age youth and their families in the community.
3. (c) The provision of preventive health education against tobacco use aimed at the workplace and the community.
