The following target populations, at a minimum, shall be the focus of the campaign implemented pursuant to this article:

1. (a) School-age youth and their families in the schools and in the community.
2. (b) Black, Hispanic, Native American, and Asian-Pacific American populations, pregnant women, and current smokers.
