For purposes of this article, the following terms have the following meanings, unless the context clearly indicates or requires another meaning:

1. (a) “Board” means the State Water Resources Control Board.
2. (b) “Revolving fund” means the State Water Pollution Control Revolving Fund created by Chapter 6.5 (commencing with Section 13475) of Division 7 of the Water Code.
