(a) San Bernardino County contains the following public notice districts:

1. (1) Barstow District, which is comprised of the City of Barstow.
2. (2) Bear Valley District, which is comprised of the City of Big Bear Lake and the unincorporated area known as Big Bear City.
3. (3) Bloomington District, which is comprised of the Cities of Fontana and Rialto and the unincorporated areas known as Bloomington and Lytle Creek.
4. (4) Chino District, which is comprised of the Cities of Chino and Chino Hills.
5. (5) Crest Forest District, which is comprised of the unincorporated areas known as Crestline and Lake Arrowhead.
6. (6) Cucamonga-Etiwanda District, which is comprised of the Cities of Montclair, Ontario, Rancho Cucamonga, and Upland.
7. (7) Needles District, which is comprised of the City of Needles.
8. (8) San Bernardino District, which is comprised of the Cities of Colton, Grand Terrace, Highland, Loma Linda, and San Bernardino and the unincorporated area known as Muscoy.
9. (9) Twentynine Palms District, which is comprised of the Cities of Twentynine Palms and Yucca Valley.
10. (10) Victorville District, which is comprised of the Cities of Adelanto, Apple Valley, Hesperia, and Victorville and the unincorporated areas known as Lucerne Valley and Phelan.
11. (11) Yucaipa District, which is comprised of the Cities of Redlands and Yucaipa and the unincorporated area known as Mentone.

(b) For the purpose of publishing notice arising from a location within San Bernardino County that is not within one of the districts described in subdivision (a):

1. (1) If the location is within 10 miles of a district, notice shall be published in the nearest district.
2. (2) If the location is not within 10 miles of a district, notice shall be given as if the location is in a public notice district without a newspaper of general circulation.
