The Governor shall commission:
- (a) All officers elected by the people whose commissions are not otherwise provided for except those officers to whom a certificate of election is issued by the Secretary of State.
- (b) All officers elected by the Legislature.
- (c) All officers of the Militia.
- (d) All officers appointed by the Governor, or by the Governor with the advice and consent of the Senate.
