No payment shall be made from the products fund by the director on any claim until he determines, to his satisfaction, that all possible recoveries have been made under the provisions of Article 12 (commencing with Section 55741) of Chapter 6 or Article 13 (commencing with Section 56441) of Chapter 7 of this division.
