This chapter does not apply to the following:

1. (a) The State Department of Public Health and local vector control agencies providing services in accordance with Section 116180 of the Health and Safety Code.
2. (b) Mosquito abatement and vector control districts authorized under Chapter 1 (commencing with Section 2000) of Division 3 of the Health and Safety Code.
