A credential admission may be issued to any individual, association, or body that does any of the following:

1. (a) Prepares or services any educational, commercial, industrial, livestock, agricultural, horticultural, or viticultural display or exhibit.
2. (b) Services, maintains, or operates any concession.
3. (c) Renders, through agreement with the fair, a service to fair patrons.
4. (d) Renders a necessary public service.
5. (e) Safeguards health.
6. (f) Provides for public safety.
7. (g) Participates in any parade or event which is necessary for the conduct of the fair.
