If a charge is made for admission to enter a state, district, county, or citrus fruit fair, the following persons may be admitted to those fairgrounds without the payment of the established admission price:

1. (a) Persons with credential admissions.
2. (b) Persons with courtesy pass admissions.
3. (c) Military personnel.
