A person may appeal to the secretary for a hearing under Section 205.668 of Title 7 of the Code of Federal Regulations or if aggrieved by any one of the following actions or decisions:

1. (a) Denial of any registration.
2. (b) Suspension of any registration.
3. (c) Revocation of any registration.
