(b) For purposes of this article:

1. (1) “Commission” means the Student Aid Commission.
2. (2) “Grant” means a Golden State Education and Training Grant awarded pursuant to this article.
3. (3) “Institution of higher education” means a campus or extension center of the University of California, the California State University, or the California Community Colleges.
4. (4) “Program” means the Golden State Education and Training Grant Program established by this article.
