The following individuals or organizations may order instructional materials from lists adopted by the state board:

1. (a) The head of any state institution offering instruction in the elementary grades, or giving instruction in the teaching of elementary subjects.
2. (b) Governing boards or nonpublic schools.

3. (c) Individuals for use only in California.

   The materials shall be purchased at the unit cost determined pursuant to subdivision (b) of Section 60222.
